Solution for Emd upload error uploadxmlfiles skipped or Disabled by upload manager.

Some handy command.

1) Fisrt solution
$<AGENT_HOME>//emctl stop agent

Clean agent files

1. rm -r <AGENT_HOME>/sysman/emd/state/* <AGENT_HOME>/sysman/emd/collection/*
<AGENT_HOME>/sysman/emd/upload/* <AGENT_HOME>/sysman/emd/lastupld.xml  <AGENT_HOME>/sysman/emd/agntstmp.txt  <AGENT_HOME>/sysman/emd/blackouts.xml  <AGENT_HOME>/sysman/emd/protocol.ini

$<AGENT_HOME>//emctl clearstate agent

Goto $OMS_home/bin/emctl secure unlock (even though I didn't check the secure communications box during setup)

 $AGENT_HOME/bin/emctl start agent

2) If first solution did not work then login on OEM server using super user. Select appropriate OEM agent and click on Agent Synchonization followed by Unblock
